well my brother is expert at mod at GTA, and I know it's hard to make every single pieces of dff files( 3d maps/ objects.) We can change the 3d maps there, but it's so hard, and so many mods too.
I search GTA: Manila City, and this is the Image I saw
,well I don't know If this is true, but they said that they just edit the pictures

It's still under development, so don't expect download links for now.
GTA Manila will be a GTA San Andreas mod. And it will take years to completely modify it.
Expect this to release somewhen 2010.

sad but your right. we filipino can actually make a better decent game if only game development is supported n our country. I mean look, base on my experience. most kids here choose to be a programmer someday because they wishes to "create their own game" and I'm one of them lol.
We have passion on this field, colorful culture (which plays a big role on modeling/designing), skills and hardworking people. We have everything but unfortunately we don't have proper education on making one.
I remember the first game made from our country, "Anito". It was actually a decent game w/ good gameplay, nice storyline and the designs are great (base on our culture). but the only thing Anito lacks was its graphics. its so poor that no one cares to try it. if only we have better technology and proper education.
