ok . let's start !
1. Open a photograph of a person's profile in Photoshop on a separate layer. Set the opacity of the layer to 50% to fade it a bit.
2. Create a new layer.
3. Select the Pen Tool and begin outlining the person's profile.
4. Make sure to outline the entire head and end at where you began, so that the path is closed.
5. Right click the Path that you created and choose "Make Selection..." from the pop-up menu.
6. The Make Selection pop-up window will appear. Just accept the defaults and click OK.
7. You should now have a selection area of the profile.
8. Choose black as your foreground color and select the Paint Bucket tool. Fill the selection with black.
9. Set the Layer Style Properties to the following:
10. Delete the layer with the photograph, so that only the silhouette cutout layer is left.
11. Repeat Steps 1 through 10 for any other person in the cutout. This could be the wife, child, etc.
12. Move the profile silhouette cutouts in the position you want. Make sure they are each still on separate layers.
13. Make sure the layer with the person in the foreground is the top layer. Select the Magic Wand tool and select outside the silhouette area.
14. Goto Select > Inverse.
15. Goto Select > Modify > Expand... and choose 5 or an appropriate pixel amount for the border around the silhouette head. Then click OK.
16. Select the layer with the wife, child, etc below so that it is active. Then click the Delete key.
17. You should now have your Paper Cutout Silhouette image.
18. The best thing is that you can do this with any color. Better yet, download construction paper texture and make it an even more realistic paper cutout.
